Serge Bayard, a Finance Inspector, is a graduate of the École Nationale du Trésor and holds a DUT in Business Management and a bachelor’s degree in Public Administration.
He began his career at the General Directorate of Public Finance, where he held various regional positions for 14 years, notably in Burgundy and Rhône-Alpes. In 1999, he joined the Finance Inspectorate and participated in various audit and oversight missions involving government agencies and public enterprises.
In 2000 and 2001, Serge Bayard led studies on reforming the financing mechanisms for public housing, socially responsible investment, and the streamlining of the management of the government’s real estate portfolio.
In 2002, he joined the Caisse des Dépôts et Consignations (CDC) as Director of Strategy and Finance at C3D, the holding company managing the CDC’s non-banking investments. In 2004, within the Caisse d’Epargne Group, he established the project financing and public-private partnerships division and helped create France’s first infrastructure fund (Fideppp), serving as chair of its investment committee.
In 2007, Serge Bayard took over as head of the Caisse d’Epargne Group’s real estate division, which includes, among others, the Caisses d’Epargne’s holdings in Nexity, Maison France Confort, Eurosic, and the CFF. He joined La Banque Postale in 2008 as chief strategy officer and a member of the Executive Committee. In that role, he was responsible, among other things, for establishing the consumer credit subsidiary and the property and casualty and health insurance subsidiaries.
Starting in 2011, he held executive positions in the business unit overseeing all commercial activities targeting local government clients, businesses, professionals, and associations. Since 2024, he has served as CEO of La Banque Postale’s Corporate and Local Development Bank.
He is also Executive Chairman of La Banque Postale Leasing & Factoring and a director of Sfil.
